Guangzhou Unveils 2026 Cross-Border Trade Facilitation Action Plan with Over 100 Detailed Measures

On May 15, to implement the General Administration of Customs' 2026 Cross-Border Trade Facilitation Special Action and further optimize the port business environment, the Guangzhou Municipal Commerce Bureau, Guangzhou Customs, and Huangpu Customs jointly formulated over 100 detailed measures covering five major areas. These include deepening innovation in customs clearance supervision models, optimizing regulatory services for new foreign trade formats, enhancing cross-border transportation efficiency, strengthening digital and intelligent port construction, and reinforcing comprehensive enterprise support services.

Key initiatives involve: promoting in-zone testing for faulty auto parts for export; implementing a 'white list' reform for exported dairy products and cosmetics; carrying out differentiated inspection supervision for consumer goods; advancing port-local integration to achieve 'direct tarmac clearance' and 'direct port clearance, local supervision' for high-tech products; improving the functionality of the cross-border e-commerce public service platform; supporting overseas warehouse information services and international distribution and consolidation services; facilitating the efficient operation of multimodal transport and sea-rail intermodal transport; enabling 'contactless clearance' for air passengers; expanding 'AI+' and low-altitude transport intelligent clearance scenarios; piloting the development of green, low-carbon ports; enhancing the service functions of the International Trade 'Single Window' and achieving 'one declaration, two filings' with Hong Kong and Macao; increasing support for high-credit AEO (Authorized Economic Operator) enterprises; continuously releasing the benefits of the active disclosure policy; supporting enterprises in addressing green trade barriers; and promoting cross-border trade settlement in RMB and the application of digital RMB. This series of measures aims to comprehensively empower enterprises, achieving cost reduction, efficiency improvement, and compliant global expansion.
