Vietnam to Streamline Foreign Trade Processes Starting May 1, Simultaneously Reforms Origin Certificate and Multi-Level Marketing Regulations

The adjustments primarily target the Certificate of Origin (C/O) system, aiming to simplify the process for enterprises to utilize tariff preferences under major Free Trade Agreements (FTAs). The new regulations involve the revision and cancellation of 36 administrative procedures, covering preferential and non-preferential certificates of origin under trade agreements with countries including ASEAN, China, South Korea, Japan, and the United Kingdom. They also allow enterprises to perform self-certification of origin within the ASEAN region, with the goal of reducing administrative costs for businesses and improving customs clearance efficiency. Additionally, the Vietnamese government issued Decree No. 137/2026/ND-CP on April 7, introducing systematic adjustments to the regulation of multi-level marketing (direct selling) activities. The decree simplifies market access procedures, further delegates regulatory functions, and improves relevant institutional norms, with implementation planned for July 1.
